Kymenlaakso County and Profium have signed an agreement for the delivery of a digital archive and electronic signature solution to the wellbeing services county. The electronic signature solution is implemented in collaboration with Sarake Sign. The procurement was conducted as a public tender, and the selection was based on the best overall value criteria defined in the procurement documents.
The solution will be deployed across the entire wellbeing services county, which provides services to approximately 158,600 residents and employs around 8,000 people. The procurement enables the wellbeing services county to meet the requirements of the Act on Information Management in Public Administration regarding the electronic storage of documents produced by authorities, and to harmonise digital archiving and signing processes as part of a broader development of information management.
The solution is delivered as a SaaS service from data centres located in Finland and will be integrated with the county's key operational systems. Electronic signatures will be used in both social services agreements and the county's employment contracts.

Implementation has begun, and the production rollout is scheduled for December 2026.
